Wheels do not roll on their accord and need to be moved through an external force. The starting resistance is the force that is necessary to make a stationary wheel move. The rolling resistance is the force that is necessary to keep a moving wheel in motion. Both resistance types depend on the wheel size, the type of running tread, the bearings and the type of flooring.
